In 2014 a microchip was inserted in my body by USA (CIA) and
India
(RAW) through the Ministry of External Affairs of India. Insertion of this chip
was requested by Pakistan (ISI). </div>

This chip reads memory, leaves damaging
impacts on human organs if instructed. This microchip is connected with
satellite. There is a conversation mechanism in this microchip through which I
can listen the conversation by ISI, RAW and CIA officials since 2015 until now.
All conversations are audio-visually recorded with CIA, RAW and ISI. I am
sharing the briefest facts from the conversations that are on the record with India, Pakistan
USA. These facts are confessions, evidences, orders and sharing by ISI

district joined Lashkar-e-Tayyaba, entered India Kashmir and fought war with
Indian Army. He returned Pakistan
through Nepal.
Sachal was taken audio-visually live from ISI Islamabad from whom the
confession was taken by Sahib Khan.

shared that Irfan Ali, a Hazara from Quetta
was part of Al—Qaida think tank, he was in communication with a Pakistani
General and he used code word ‘Peghambar’ for Osama Bin Laden, Sahib Khan
resisted that evidence. When I gave evidence that the brother of Irfan Ali
that lives in Quetta
has been part of Al-Qaida and Taliban financial network, and used to sale
archeological material from Sindhi and Balochistan to international black
market for collecting finances for Al Qaida and Taliba, Sahib Khan
resisted. He seemed to be tilted towards Al-Qaida and Pakistan Taliban.
Sahib Khan also help facilitated disclosure of the locations of nuclear
assets, military installation in Sindh and storage of strategic missiles in
Pakistan.

happening in my body. All of sudden some voices came telling me that they are
talking through the chip that is inserted in my body. I was astonished. I did

along with them, presented before the Patiala
Court judge where I gave my statement. I was made

I was told by someone that was
talking through gadget / chip inserted in my body that this is a USA technology.
Through this technology people are detained without sending them to the jails
and putting them house arrested. A person can live a normal life however his
every movement would be recorded. A GPS is part of this technology which
continuously records location of the persons. Whatsoever is talked and seen is
also recorded. This technology uses human eyes and ears to record every moment.
This gadget works through central nervous system and controls human body
functions and organs. </div>

This was continued till January 2017. I listened them. </div>

body organism was hijacked by Pakistani officials. USA

officials since end of the January 2017. I am continuously being tortured. </div>

officials also confessed that how they managed the election fraud in
Balochistan. Many similar things have been confessed by them. </div>

I was suggested by the doctors
that PET scanning is the test through which location of this chip in the body can
be identified. Due to scarcity of financial resources, I am unable to undergo
that test. </div>

Zulfiqar Shah (Sindhi ذوالفقار شاہ Hindiजुल्फिकार शाह) is civil rights activist, journalist and writer of Sindhi origin. He was forced by Pakistan Army to unlawfully leave the country and close down <a href="http://en.wikipedia.org/wiki/The_Institute_for_Social_Movements,_Pakistan">The Institute for Social Movements, Pakistan</a> in May 2012. He resettled in Nepal where UNHCR approved him refugee status. In Kathmandu, he started freelancing with the newspapers and websites on the issues of Pakistan particularly concerning Sindh and Balochistan. He was insurrected in his house in Kathmandu and was given heavy metal poison by Pakistani intelligence agency ISI with local facilitation; however he was rescued by the local doctors. He was forced to leave Nepal, thus he left for Pakistan on December 2013. In Pakistan, he again was persecuted and threatened to be killed. He went India for medical treatment on February 11, 2014, where he was not only denied appropriate health treatment on behalf of Pakistan High Commission in Delhi, but also was harassed by the high commission officials. UNHCR recognized me a refugee through its Kathmandu, Nepal office on December 18, 2012 (by the spirit of the refugee norms it includes my wife Ghulam Fatima Shah as well) vide letter containing file No. 706-12C00046, stating that the UNHCR recognize me as a refugee under “its mandate” (not through the mandate of Government of Nepal, which has restricted the refuge and asylum only to the Tibetans and Bhutanese refugees / asylum seekers since August 2012). It is therefore a valid refugee document around the globe until a refugee resettlement is finally processed out in any willing country around the globe excepting Nepal. </div>

I, along my wife, am in India since February 11, 2013, entered Delhi, India via IGI airport on valid medical visa through airways from Karachi, Sindh Pakistan for the purpose of medical treatment. The heavy metal toxins / poison were given to me by the Pakistani intelligence agencies Inter Service Intelligence (ISI) and Military Intelligence (MI) through the local Nepalis’ facilitation in Kathmandu during the month of December 2012. </div>

I have not received response / communication from the above mentioned authorities and hence am at the conclusion that none of the concerned authority, to best of my knowledge, has taken notice of the issues except that of the National Human Rights Commission (NHRC) India, which issued directions to the Ministry of Home Affairs and Ministry of External Affairs, India, but nothing has been done so far as my information is concerned. </div>

I, along with my wife, are giving a protest sit-in since October 14, 2013 earlier outside the Press Club of India for at least a month and later on at Jantar Mantar, which still continues. The protest is against rights violation and harassment of us by the PHC in India. Since even after nearly five months long protest against Pakistan High Commission, our correspondence with almost all concerned authorities and political leadership in India, absence of any written or verbal communication by the Indian authorities and political leadership has left us with no other option than to think about the possibility of facilitation of PHC in Delhi by the Indian authorities. It is therefore, we don’t rule out the strong possibility of the facilitation of PHC officials in our persecution and harassment in Delhi by certain Indian authorities (through any form out of overtly, covertly and / or through diplomatic channels and / or possibly through the pressure of any mutual third party country.) </div>

2005 – 2012 Persecuted and ousted from Pakistan: I was persecuted for seven years by Pakistan Army, Inter Service Intelligence (ISI) and Military Intelligence (MI) due my activism around rights of landless peasants mostly snubbed by the aristocrat senior military commissioned officer; activism against the victimization of Hindu and Christian minorities, and against the enforced disappearance of political activist by the military and its associated intelligence agencies. Ousted from Pakistan in May 2012, thereafter came Nepal, sought and received refugee status by UNHCR.</div>

These persons, whose names can be passed on if inevitably required, played role of emissaries through some friends on behalf of Pakistan Army, Inter-Service-Intelligence (ISI) and Military Intelligence (MI) that I should immediately quit human rights activism, especially the ones around religious minority rights of Hindus and Christians; political rights of activists from Sindh and Balochistan; and rights of landless peasantry whose rights usually are usurped by the military brass.</div>

March 2012: A political activist Muzaffar Bhutto was forcedly disappeared from Sindh by the security agencies in 2011. He was also abducted by them in 2007 and was released in 2009. Sindh Monitor, a USA based Sindh rights forum, asked me to facilitate them Victim of an Enforced or Involuntary Disappearance (VEID) application. They also needed my help especially facilitating them the contacts of Muzaffar Bhutto’s lawyers and family members. They also sought my opinion on the matter. This was followed by another request from them in March 2012, asking to facilitate them with the technical support in Visa application documentation etc to the Muzaffar Bhutto’s wife for her appearance in the Geneva regarding their petition. Such a conversation was held through telephone between a Sindh Monitor representative from USA and me.</div>

Within a couple of days after that telephone talk, a person from ISI visited my office asking me to not to support Bhutto’s family or be ready for facing the consequences, which I refused and I conveyed the message to the family. November 2011: On November 11, 2011, three (3) Hindu citizens were killed in Shikarpur district of Sindh province by the religious extremists. The Institute for Social Movements Pakistan took initiative against the atrocity and gave a call for public protests by networking with the broader civil society of Sindh. More than five thousand people took to the streets in Hyderabad city, and a similar activism was trended in the rest of the towns and cities of the province. Consequently, some journalists again told me from Hyderabad Press Club (HPC) in December 2011 that my life was in danger and I better should leave the country citing their sources in the intelligence agencies.</div>

May 2011: In April 2011, three political leaders of Jeay Sindh Mutahida Mahaz (JSMM) from Sindh province were burned alive. I was asked by Human Rights Commission Pakistan (HRCP) – Sindh Chapter to join as well as lead the fact-finding mission on the issue.</div>

We actively worked out the assignment and before the declaration of the report; I received at least four calls from an anonymous number, but attended only one, which threatened me of consequences if report was including the names of intelligence agencies. When I submitted the report with Human Rights Commission of Pakistan (HRCP), it was made public by them. Immediately after, an unfamiliar person visited my home asking for either quit rights based activism and turning the Institute for Social Movements Pakistan (ISM) into social services delivering organization. I was suggested better moving out of Pakistan in case I am not following their suggestion. </div>

October, 10 2009, 12 PM: In September 2009, a peasants’ rights activist Advocate Amarchand from Mirpurkhas district of Sindh, belonging to the Hindu minority, was kidnapped by Thakur Nazir Qaimkhani, one of the largest land holding feudal lords of Sindh, Pakistan. Nazir Qaimkhani was an uncle of then in-service Lt. General of Pakistan Army. He was also an uncle to the then Brigadier Rafiq Qaimkhani, who was commanding officer in Hyderabad Cantonment. Besides, he was a close relative of General (rtd) Yousuf Qaimkhani.</div>

In Nepal, I keep on freelance journalism by writing with the Nepalese and Afghani newspapers and Indian websites. I applied for asylum with UNHCR on October 30, 2012. 23/1/ to 24/12/ 2012: Although I was frequently chased and kept under observation Pakistan Embassy in Nepal and their intelligence network in Kathmandu, but the month of December 2012 was disastrous. By mid-November 2012, I left a rented house at Jawlakhel area of Lalitpur, Kathmandu and moved to a relatively cheaper area of Satobado in Lalitpur, where our house was virtually under insurrection from December 1, 2014 onwards until December 18, 2012 in Satabado area of Lalitpur district in Kathmandu, Nepal. We rented a second floor of a bungalow there; however we never knew that the first floor was rented later on to the persons associated with the Pakistani intelligence outfits, and the ground floor to their Nepali facilitators. On December 16, the door of our house was locked from outside, which we successfully managed to unlock by creating hue and cry through mobile phone to the ground floor residents by saying them that if the door was not unlocked, I will cry from the windows of the house and call to the media in Nepal. Finally, the ground floor residents opened the door; hence we successfully fled the house, and stayed a night in the hotel of Thamel district of the Kathmandu. The next day (December 17) we returned back in the day light to same home for the collection of our baggage and other documents. I felt unwell that evening and asked the owner of our previous rented house, Dr. Rana who was also a Colonel Doctor in the Nepali Army for the help. He visited our house, took me to the local hospital and left me back to the house. I told him about the happening; however he insisted us to stay back in the same old house. It was feared that we were being given the slow poison in that house. In the meanwhile, I also sent SOS emails to the UNHCR, Nepali and international human rights organization for the support the night between 17 and 18. </div>

OHRC, UN Geneva asked me if I wanted to turn it into a petition on December 17, 2012. The petition was aimed for an international body’s action against Pakistani non-civil institutions concerning their crimes against humanity in the Sindh province, where Hindus, Sindhi and Baloch political activists and indigenous population are particularly being victimized and harassed, and their gradual and tactical ethnic cleansing was and is underway.</div>

I shared all about the happenings of December 2012 with a Protection Official of non-Nepali origin at UNHCR – Nepal. Hence, by the evening of December 18, 2013 we safely shifted back to our old rented house in Jawalkhel area of Lalitpur district, Kathmandu, Nepal, which belonged to a Nepali military official. In that house, we also had lived earlier from June to mid November 2012. The house-owner and lady invited us (myself and my wife) on the dinner on the night falling between December 18-19, 2012, which I attended along with my wife. On December 19, I felt extremely ill and rushed to the hospitals and other health facilities.</div>

On December 19, 2012 I came to know in Kathmandu based Bir Hospital and Himal Hospital that I am given heavy metal toxins. Although I do not rule out the possibility of milder level poisoning of my wife as well; however I am avoiding to mention this here since I don’t have any medical evidence to establish that because we could not opt for the toxin screening of hers as well due to unavailability of the financial resources, and partly because her health was relatively better than me. The concerned doctors in the above-mentioned hospitals told me that I have been given heavy metal toxins / poison. </div>

I was admitted in the Himal Hospital, Kathmandu in Emergency Ward for around 12 to 14 hours and was given preventive drugs. I almost lost my decision-making powers and memory. Later on, I attempted to undergo the further treatment but unfortunately due to refusal for treatment by the hospitals in Kathmandu, I kept on suffering. Besides, I was also taken to the nearby Alka Hospital at Ekantkuna road in Jawlakhel area by the house-workers of the house-owner for the treatment (I do not remember the exact date; however that may be between December 20 - 22, 2012) where I was given a couple of pills, which despite healing me resulted into further health worries. After giving me the pills, the hospital doctor asked me to vacate the patient bed and leave for the home. In such a situation, my family managed my travel back to Pakistan, and I was taken back to the country on December 24, 2012.</div>

24/12/12 – 11/02/13: After going back to Pakistan, I tried undergo my medical treatment during December 26, 2012 to January 25, 2013. In the meanwhile, I was tactically manoeuvred to travel back to Pakistan, where I replied them positively on December 31, 2012, when I was tactically and circumstantially was managed to return back to Pakistan. During this period, Pakistani intelligence medical treatment through pressurizing the doctors, and interfering in the Agha Khan Hospital laboratories situated in Hyderabad, Sindh Pakistan. At least four times, the officials of the above mentioned intelligence agencies visited my house and more than a dozen times, their massage carriers. In the first visit I was told that I am not allowed to travel outside Pakistan and was asked by them that would stay safe only if I tell my friends that had the food poisoning. I did so. Thereafter, in the next visit they told me that since I have shared with the friends that I had food poisoning in Nepal; now none will trust me, hence now I should work on their instructions. Declining this, as I was told, would lead me to the death.</div>

In such a situation, I sent emails during January 20 – February 9, 2013 to the to the UNHCR Nepal, human rights bodies including Amnesty International, Netherlands; Global Human Rights Defenders Fund, USA, and Frontline Defenders, Ireland, Daily The Kathmandu Post for which I used to write as a columnist, Himal Southasian, Nepal and Pakistani civil society, as well as some embassies there that I was compelled and circumstantially taken to Pakistan without my conscious will and was being threatened again. That, the circumstances that left us with no other option than to leave Nepal for travelling back to the Pakistan was itself a violation of the international laws including conventions and covenants especially concerning refugees and stateless persons, some UN General Assembly resolutions as well as Universal Declaration of the Human Rights through which UNHCR functions and is boarding India in its Executive Committee (ExCom). I held a press conference over there by January 24, 2013 and shared the details with the media and broader civil society about the whole situation. On the pressure mounted by the above mentioned civil society and media groups, I, along with my wife, were told that we could now travel outside Pakistan for the medical treatment. I sought appointment with an Indian hospital Moolchand through email and applied for medical visa with the High Commission of India in Islamabad, Pakistan. By the first week of February, 2013 I received the medical visa, and came to New Delhi, India on February 11, 2013.</div>

Therefore, decided to move to the AIMS Hospital, Delhi, India for the medical treatment.</div>

12-19/02/ 2013: In the meantime, I underwent medical blood sample tests at the Dr. Lal Path Lab. Once reports came, I visited Dr. Vinay Goel on 19/02/2013 at the Institute of Neurology, AIMS Hospital, Delhi on the suggestion of an OPD doctor at AIMS after paying there an informal brief visit (since the time of taking appointment was over and I was unaware of the procedure being an outsider).</div>

After prescribing some pills, Dr. Goel refused me suggesting advanced diagnosis of the poisons / heavy metal toxins. It is a medical fact (as I was told by one doctor) that after certain time period, the traces of poisoning cannot be generally found in the blood samples, and can only be found through advanced tests of tissues. Dr. Goel asked me to visit him back after a couple of months. In the meanwhile, I felt that symptoms are not withering away. When I googled, I found that Dr. Goel has suggested me the anti-depression pills and multi vitamins. I visited Dr. Vinay Goel on the date of appointment, he despite suggesting the advanced diagnostic tests, discharged me from the hospital, and even written on my medical card for going back “to Pakistan”; however on my reiteration that I am already a UNHCR Refugee (which I told him in detail during the first visit) he including a word “elsewhere” after the word “Pakistan”.</div>

04/03 to 13/10/2013: After refusal of medical treatment at AIMS, the hostel management, which was also running the facility of economic medical test in collaboration with some local hospitals, suggested us for another hospital Indian Spinal Injuries, Vasant Kunj, New Delhi. Dr. A. K. Sahani at the Neurology section of the Indian Spinal Injuries hospital in Vasant Kunj, Delhi suggested me the toxin screening of my hair samples. I sought suggestion from the hostel management for the appropriate laboratory in city for undergoing the suggested diagnostic tests, unfortunately the hostel management told an untrue that hair or nail screening was not being carried in India, which after quite some time proved to be untrue.</div>

06-07/06/2012: Finally, after making payment in advance through one of my personal friend settled in Canada to the aforementioned laboratory, the lab sent me a hair sample collection kit for the heavy metal toxin screening on July 6, 2012. I sent my hair samples to a United States of America (USA) laboratory on July 7, 2012. I received the report after nearly one month. The report mentioned the existence of more than five heavy metal toxin elements much beyond the limits of normality (in my bones and tissues). Surprisingly, one radioactive element thorium was also found.</div>

04/07/2013: When I took the report to the Dr. A. K. Sahani in Indian Spinal Injuries, Vasant Kunj, he suggested a detoxification therapy (Depencilimine therapy), albeit denied to undertake therapy under his supervision. He referred me back to AIMS although he already knew that I was refused further medical treatment at AIMS. When I asked for the reasons, he verbally told me that Pakistan High Commission people have visited him as well as phoned the management more than once, therefore he was declining to undertake therapy to avoid unnecessary inconvenience.</div>

My medical treatment until the filing this petition is being carried by him, however the detoxification was done after immediate visit.</div>

This struggle for my detoxification medical treatment and the interference in that by Pakistan High Commission shoved me in the doldrums for at least five months, and hence my health rights were violated at the behest of the Pakistani High Commission by the Indian doctors at the AIMS and Indian Spinal Injuries. It was not mere an ordinary interference, it was also an attempt to keep me away from the life saving treatment so that I may die very slowly (most probably through vital organ failure), and keep on losing my senses and temper, creating even some behavioural changes. It is important to note here that the toxin screening report’s summary pages indicates that the existence of an overall ninety-six (95) percent toxicity was fatal according to the health standards, whilst the availability of toxins in my body (especially bones and tissues) was around ninety-two (92) percent. </div>

After giving visit to the hospital, I submitted the poison screening report along with the related medical documents with the Ministry of Home Affairs (MHA) on July 5, 2013 as additional documents regarding my asylum application. Besides, I also wrote a letter to Joint Secretary (Foreigners), MHA on July 9 for issuing stay permission until my asylum / refugee resettlement application is not decided upon.</div>

26/07/2013: Unknown to the reality that the management of the paying guest hostel in Munirak (Ria Residency, K 92, near Pratab Market, Munirka, New Delhi) where we rented a room, was also troublesome. I would like to mention the fact that hostel management kept on supplying us contaminated drinking water (which I still believe was including toxins intentionally; however I cannot prove this by the virtue of any material evidence) that further deteriorated our health. Moreover, the hostel management kept on perusing us for returning back to Pakistan; despite the fact that we while booking the room told them that we were refugees. In this situation, I wrote an email to some human rights activists outside India and also emailed to an Indian citizen with whom I had acquaintance on September 5, and September 11, 2012. Besides, I also personally briefed about the situation to an Indian civil society activist, Ms. Rakhi Saigol, and requested her to arrange a rented room somewhere in Delhi for which I would pay the rent; however I told her that it should be ensured that we (my wife and myself) would not be treated in the manner I am being treated in that particular hostel. In the meanwhile, my facebook account was also hacked for which I email to an IT rights organization as well. I also emailed about the situation to an Indian citizen. In the meanwhile, I also came into contact with the Amnesty International (AI), India and Committee (CPJ) for the protection of Journalists, USA on July 26, 2013.</div>

04/10/2013: Since there was no response from the Indian authorities, I wrote to some Embassies in India for the refugee resettlement in their countries, out of which some replied positively, hence I applied with a country out of these on October 4, 2013. On September 10, 2013, I was dinning with an Indian activist in a restaurant at Nizamuddin, where one of the Pakistani High Commission officials came and sat besides our chair on our dining table, despite the fact that although many other tables were vacant where he could have sit if this was a mere accident. Besides, they have also been chasing us near Asaf Ali Road (Pak Section of Delhi Police Bhawan) whenever we went there for the visa extension. Apart from these troubles, I am not allowed in India to open up a bank account in the city. </div>

Pakistan has been dumping nuclear waste at the Kirthar ranges
adjacent to Khuzdar district of Balochistan. Earlier the dumping used
to take place in Arabian Sea near and around the Bay of Son Miyani
(close to Balochistan coastline) in Lasbela district and parts of Ketch
Makran district of the Sindh.<br />

<a name='more'></a><br />
This activity poses a grave threat to human life as the dumping sites
are not very far from thickly populated areas of both Sindh and
Balochistan. Pak authorities have gone to extraordinary length to hide
their crime against humanity. First they have taken full control of the
mountainous areas that fall in the district Qambar-Shahdadkot, Dadu and
Jamshoro. And have denied access to outsiders.<br />
<br />
Under the Nawaz Sharif regime, the NGOs, both local and
international, have lost their voice across Pakistan. Balochistan is no
exception. Even those few who are able to operate despite restrictions,
are not in a position to conduct medical or other related tests to
articulate concerns over N-waste fallout. <br />
Zulfiqar Shah, a Pakistani Sindhi by birth, who has been forced to
live in exile has been highlighting the dangers posed by indiscriminate
dumping of N-waste by Pakistan government.<br />
<br />
“I personally authenticate the existence of such hazardous facility
in Sindh”, he says in a recent blog post. In his assessment, the Nuclear
Power House in Karachi that has come up with a Chinese package has
always been threatening a mini-Chernobyl kind of carnage for not only
the people of Sindhi-Balochistan and nearby India but also for the
marine life, biodiversity and Indus Delta Eco-System.<br />
<br />
Shah, who is a prolific writer, has an interesting take on the
Balochistan and his native Sindh. In his view both provinces of
Pakistan have enough ground to knock at international fora as well as
United Nations and The Hague to secure their rights.<br />
<br />
“In the elections of 1946 (during the last days of British rule in
India), All India Muslim League, which demanded Pakistan, lost the
elections in Sindh. Sindhi nationalists formed government in the
province in alliance with Indian National Congress. It meant the voters
of Sindh rejected the idea of Pakistan which was created (by the
outgoing colonial power Britain) in 1947. This also undid the Pakistan
Resolution passed by Sindh Legislative Assembly. Besides, the political
leadership and parliamentarians who passed Pakistan Resolution quit All
India Muslim League, turned against the idea of Pakistan and won the
1946 elections in Sindh,” Zulfiqar Shah wrote on merinews.com this
September.<br />
<br />
He may have his point. More so as he laments that Pakistan Government
had jailed the Hur fighters (Sindhi warriors) who had waged war against
colonial Britain during the Second World War. Many of these warriors
were hanged as well.<br />
<br />
Zulfiqar Shah may be right that both Sindh and Balochistan have
strong valid documentary evidence on their rights. But it is difficult
to buy his view that these two Pakistani provinces should go solo. <br />
Now that India has been taking about Balochistan, it will be worth
the while to hear Zulfiqar Shah’s tale of ‘stateless life’, and the
threats he has been “facing” from the dreaded ISI.<br />
<br />
While in his native Sindh, Shah earned the wrath of Pakistan Army for
his civil rights activism, and writings. Closing down The Institute
for Social Movements, he was running, he migrated to Nepal in 2012 and
UNHCR granted him refugee status.<br />
<br />
His writings on Pakistan in the Nepali media attracted ISI attention
and he became a marked man again. “He was given heavy metal poison by
Pakistani intelligence agency, ISI, with the help of its local
facilitators” but he survived because of timely medical attention
provided by friends. Shah was forced to return to Pakistan in December
2013. Two months later in Feb 2014 he arrived in New Delhi for medical
treatment.<br />
<br />
“He was not only denied appropriate treatment on behalf of Pakistan
High Commission, in Delhi, but was also harassed by the high commission
officials”, says a Wikipedia post. Shah and his wife Fatima staged a
protest sit-in for 285 days against Pakistan High Commission and its
facilitation by the Indian authorities, the internet posts add.<br />
<br />
Zulfiqar Shahs of Pakistan deserve a helping hand
from the governments of the free world and their people. To lead a life
of comfort with dignity, wherever they like to live!<br />

On the occasion of World Human Rights Day, Hindu refugees from Sindh staged a protest outside the United Nations’ Information Office at Lodhi Estate here on Tuesday demanding cancellation of Pakistan’s membership from the international body on the grounds that Hindus were being persecuted there. थोड़ी गहरी. पाकिस्तान में पैदा हुए और पले-बढ़े एक पाकिस्तानी मुसलमान की
कहानी है ये. एक ऐसे पाकिस्तानी मुसलमान की जो हाल के वक्त में पाकिस्तान
में रहने वाले हिंदुओं का सबसे बड़ा मसीहा था. वो पाकिस्तान में रहने वाले
हिंदुओं और ईसाइयों को भी इंसान और इंसानियत के चश्मे से देखने लगा था. बस
उसकी इसी गलती की उसे ऐसी सज़ा मिली कि बस पूछिए मत.</span></span></h2>

इस पार भी इंसान. सरहद की लकीर के उस पार भी इंसान. इंसान वो भी करोड़ों
की गिनती में. मगर ना जाने क्यों और कहां ज्यादातर इंसान अचानक अचानक गुम
हो गए. रह गए तो बस हिंदू और मुसलमान. मगर उन्हीं हिंदू-मुसलमान के बीच से
उन गुमशुदा इंसानों को वापस ढूंढने निकला एक शख्स फिर ऐसा खोया कि अपना ही
पता भूल गया. जुल्फिकार शाह इंसानियत को ढूंढने निकले थे एक ऐसे मुल्क में
जहां उसे बरसों पहले गड्ढ़ा खोदकर दफना दिया गया. काम मुश्किल था और रास्ता
खतरकनाक.</span><br />

डरे या हारे नहीं. बल्कि पाकिस्तान में रहते हुए ही उन्होंने अल्पसंख्यक
हिंदुओं और ईसाईयों के लिए जेहाद छेड़ दिया. जेहादियों के मुल्क में ये ऐसा
जिहाद था जिसमें शामिल होने वालों को जन्नत की हूरों का लालच नहीं दिया
गया. वो खुद आए और इतनी तादाद में आए कि जिहाद का कॉपीराइट रखने वाले भी
कांप उठे. नफरत की बुनियाद पर खीची गई हिंदोस्तान और पाकिस्तान की कटीली
तारों से निकलकर एक ऐसी कहानी सामने आई है जो न सिर्फ आपको हिला कर रख
देगी, बल्कि पाकिस्तान का एक ऐसा चेहरा भी आपको दिखाएगी.</span><br />
<span style="font-size: small;">दुनिया ने
आपको अभी तक पाकिस्तान में सिर्फ बलूचों पर हो रहे जुल्म की कहानी सुनाई
है. मगर आज हम सुनाएंगे सिंध की वो दास्तान जो खून में सनी है. ज़िल्लत में
लिपटी है. जिन्ना के मुल्लक में जब तालिबानियों ने कब्ज़ा किया तो
उन्होंने सबसे पहले सिंध में बसे सिंधी हिंदुओं और ईसाई पर ज़ुल्म ढाए.
मज़हब बदलने से इंकार करने पर मर्दों पर गोलियां बरसाई गईं. औरतों की
इज़्ज़त को तार तार किया. ज़मीन पर कब्ज़ा कर लिया गया. पाकिस्तान में जब
कोई इनका पुरसाने हाल नहीं था. तब इसी पाकिस्तानी मुसलमान ने उनका साथ
दिया.</span><br />
<span style="font-size: small;">2009 से लेकर 2012 तक ज़ुल्फी ने सिंधी हिंदुओं और ईसाई को
बचाने के लिए अपनी पूरी ज़िंदगी झोंक दी. 3 सालों में एक हज़ार से ज़्यादा
रैलियां करके ये पाकिस्तान में बेसहारा हिंदुओं और ईसाइयों के मसीहा बन गए.
सिंधियों के हक़ के लिए हैदराबाद से कराची तक रैली निकाली तो उसमें शामिल
50 हज़ार लोगों में से 30 हज़ार हिंदू और 15 ईसाई इनके कदमों से कदम मिलाने
के लिए घरों से बाहर निकल आए. डर की बेड़ियां टूटने लगीं. इस आंदोलन का
नतीजा आना अभी बाकी था. पाकिस्तानी सेना और हुकमरान इस आंदोलन को तो नहीं
दबा पाए.</span><br />
<span style="font-size: small;">उन्होंने ज़ुल्फी की आवाज़ को दबा दिया. पाकिस्तानी हिंदुओ
और ईसाई की आवाज़ को बलंद करने का खामियाज़ा ज़ुल्फिकार शाह को उठाना पड़ा.
पाकिस्तान से जबरन इन्हें निकाल दिया गया. बेवतन होने के बाद जब ये दरबदर
फिर रहे थे. तब बड़े शातिराना तरीके से आईएसआई ने इनकी रगों में वो ज़हर
घोल दिया जो कभी भी इनकी सांसों को बंद कर सकता है. एक साथ लोगों के
कत्लेआम हुए. लड़कियों और औरतों की इज्जत लूटी गई. जबरन धर्म बदलवाए गए.
जमीन पर कब्जे हुए. ये सब इसलिए क्य़ोंकि वो सब पाकिस्तानी अल्पसंख्यक थे.</span><br />
<span style="font-size: small;">पाकिस्तान
में हिंदू होना गुनाह है. मगर मुसलमान होते हुए भी ज़ुल्फिकार शाह आज उस
मुल्क के सबसे बड़े गुनहगार हैं. क्योंकि अल्पसंख्यकों की आवाज़ उठाकर
इन्होंने पाकिस्तानी सेना से बैर लिया था. जिसका खामियाज़ा ये आजतक भुगत
रहे हैं. आईएसआई ने इन्हें कहीं का नहीं छोड़ा है. मुल्क से निकाले जाने के
बाद भी ज़ुल्फी जहां जहां गए खुफिया कदमों ने पीछा किया. मौका मिलते ही
इन्हें वो दर्द दिया गया जिसकी कोई दवा नहीं है. 40 की उम्र में ज़ुल्फी ने
बहुत कुछ देख लिया. अब मौत का खौफ भी उन्हें डराता नहीं है.</span><br />
<span style="font-size: small;">उनकी
ख्वाहिश है तो बस इस बात कि अपनी ज़िंदगी में वो सिंध की आज़ादी देख लें.
पाकिस्तानियों से कट्टरपंथियों से. ज़ुल्फिकार की ज़िंदगी का अब एक ही
मक़सद है कि वो एक ऐसा सिंध बनाएं जो न हिंदू का हो न मुसलमान. उसमें सिर्फ
सिंधी हों. सिंध में रहने वाले सिंधियों को जुल्फी ने कभी हिंदू या
मुसलमान के तराजू में नहीं तौला. उनकी हर तकलीफ हर मुश्किल में सबसे पहले
खड़े रहने वालों में थे ज़ुल्फी. वो चंद सालों पहले सिंधियों का सबसे बड़ा
रहनुमा था. जब सड़क पर उतरते तो एक आवाज़ पर हुजूम होता था.</span><br />
<span style="font-size: small;">पाकिस्तानी
संविधान के मुताबिक पाकिस्तान में हर मज़हब के लोग रह सकते हैं. रहते भी
हैं. पर बाकी का पता नहीं. लेकिन अगर इन 113 पाकिस्तानी हिंदुओं की मानें
तो ये लोग वहां हर रोज मरते हुए जीते हैं. कमोबेश यही हाल वहां रह रहे बाकी
हिंदुओं का है. सिंध और कराची में रहने वाले हिंदुओं की हालत सबसे बुरी
है. कराची हिंदू पंचायत के मुताबिक हर महीने ऐसे मामले सामने आते हैं,

लड़कियों का अपहरण होता है. उनके साथ रेप किया जाता है और बाद में कानून
से बचने के लिए यह दलील दे दी जाती है कि लडकी ने इस्लाम धर्म कबूल कर लिया
है. इससे रेप का मामला अपने आप खत्म हो जाता है. क्योंकि जिस पर इल्जाम
होता है वो लड़की से जबरन शादी कर चुका होता है. इन 113 लोगों की मानें तो
पाकिस्तान की अदालतें भी हिंदू लड़की या उसके परिवार वालों के साथ इंसाफ
नहीं करतीं. 12 या 13 साल की लड़की को भी अदालतें घरवालों के संरक्षण में
नहीं छोड़तीं. अदालतों को भी कट्टरपंथियों के विरोध का डर रहता है.</span></div>

‘Peacefulness’ was a diplomatic phrase, if not a jargon, of the twentieth century – a time when ‘world’ was not transformed into a conscious and highly connected ‘globe’. The bent of international and regional actors towards engaging with the peaceful and violent movements can simplistically but truly termed as political and strategic hypocrisy. How the world today positions itself towards peaceful social and political movements? A ten-million dollar question, indeed!</div>

One can react while reading this unfashionable term of ‘political and strategic hypocrisy’; however, it is very simple of understand. An interest based tagging for the legitimacy of violent and illegitimacy of peaceful movements. If seen in the perspective of international community’s approach towards different political and social movements, the wishful tagging of the terms like ‘peaceful’, ‘non-violent’ or the ‘violent’ becomes a phenomenal disposition of the interest based approach. One can conclude that there is a conflict of approaches in the world – interest based versus justice based. In many a cases, interest based approach has been adopted repeatedly by the various states and powers. Meanwhile, justice based approach is paradoxically owned by the peoples. Numerous movements in the various continents have been encountering this phenomenal dilemma. </div>

There are at least three significant sets of the major social and political movements in the world – slow-paced movements around socio-economic justice; the Arab-spring style movement for the democratic governance; and the movements for the territorial liberation. </div>

<div style="text-align: justify;">
Most of the movements based on socio-economic justice have an outlook of the structural and legal reforms for the socio-economic justice for the women, transgender and marginalized sections of the societies; hence they are not only peaceful but also are supported by the governments as well as international forums. No government bothers thinking their tagging in terms of peaceful or violent. They mostly are catered through the international development funds, which are pipelined via international development aid programs of various developed countries as well as international and regional financial interest groups and bodies of various socio-political outfits. </div>

The Arab Spring style movements have been both peaceful and violent simultaneously; and the majority among the international community has never shown their concern about their being peaceful or violence. This is what we can say strategic hypocrisy where the principle of peacefulness is sidelined over the niche of interests. </div>

The victim most of the socio-political movements are of the territorial liberation in the various parts of the world, which have always gathered this typical fuss of jargonized terms of ‘violent’ versus ‘peaceful’. No doubt, most of the freedom movements around the world are violent; however, the hypocrisy of the world community becomes extraordinarily visible when they start measuring and considering the issues. They, hitherto, only have prioritized the violent movements over the peaceful ones. The case of Palestine, Kosovo, Kurdistan, and Tamil Elam has always attracted focus of not only the various countries but also of the regional forums like European Union and Arab League as well as various bodies of the United Nations. Kashmir does not fall in this category, although there is an oldest UN resolution regarding it. Kashmir can be set out of the matrix because the violence acknowledge and attributed with Kashmir has been based on non-Kashmiri Jihadists from the Punjab province of Pakistan. Contrary to this, there is at least one highly populist and massive movement for the freedom and self-determination of Sindh in Pakistan, which is very little known to the world outside despite the fact that the movement dates back to the movement for the liberation of Bangladesh. </div>

There is a highly power high scale insurgency and war in Balochistan, and no doubt, it has been successful to attain international attention. Since Baloch are around six million in the hilly and mountainous province forming sixty percent area of Pakistan, therefore they are unable to make a pressurizing public outpour; hence expecting a peaceful movement in Balochistan is out of question. </div>

If one reviews Sindhi newspapers of the last sixty-nine years, one surprises to see that this homeland of 50 million Sindhis have never been silent. Activism and movement building in the form of hunger strikes, protest sit-ins, inter and intra cities on-foot marches, rallies, shutter down strikes and vehicular jam strikes has always occupied the newspapers. However, Sindhi uprising during last five years has not only been exceptional but phenomenal as well. </div>

In 2008, a Sindhi nationalist party Jeay Sindh Qomi Mahaz (JSQM) held Sindh Freedom March in almost every district of Sindh, which was attended by thousands of the people. On November 7, 2009, on the party’s call for Sindh Freedom March, at least 2.5 hundred thousand people gathered in the city and demanded the world powers and the United Nations an independent and sovereign status, in which British invaded it in 1843. Invasion of Sindh in 1843 was a violation of various treaties between the Emirs of Sindh and Royal deputies of the Great Britain. </div>

On March 23, 2012, JSQM again held a Sindh Freedom March attended by two million Sindhis. Talking to the ‘Freedom March’ JSQM leader Bashir Qureshi announced Sindh bidding farewell the historical Resolution of Pakistan that was adopted on March 23, 1940. He also sought international community’s help in this regard. He was killed through poison on April 8, 2012. </div>

On March 23, 2014, JSQM again organized ‘Sindh Freedom March’ in Karachi. At least five million people according to the various international and Sindh based print and electronic media houses. To pressurize JSQM for cancelation of the Freedom March, the top leader of the JSQM and brother of Bashir Qureshi, Maqsood Qureshi was gunned down and later on burnt down to the ashes by the “security agencies of Pakistan.” According to the JSQM leadership, they were already under pressure by the state agencies asking them to cancel the Freedom March. While addressing the mammoth gathering, JSQM Chairperson Sanan Qureshi demanded United Nations, the USA, UK, France, Russia, and China for their intervention and support for the independence of Sindh. Unlike some portions of Western, Middle East and Afghan media, the news found no space in South Asian media. </div>

The overall trend and the tilt of ignorance and negligence by the media, governments and to certain extent international forums toward this peaceful movement of South Asia would one day possibly push them to become violent. A neglected and underestimated highly popular peaceful movement usually turns into the violent one. </div>

It is quit convincing that under-estimating a peaceful popular movement would mean that world has no space for the peaceful movements, hence a highly peaceful movement may possibly turn into the violent one. </div>

Despite apparently professing peace and non-violence agenda around the globe, the political and strategic hypocrisy by the world powers regarding movement of Sindh will add up into chaos in the South Asia. This is the prime opportunity, when the world by focusing a peaceful movement can set an example that international community prefers peaceful socio-political movements to the radical and violent one. </div>

Let the world set at least first example to prioritize this peaceful movement before it is too late. The time has come, when the world community needs to avoid political and strategic hypocrisy and set example for the world politics of dissenting social movements.</div>
